On 2 July 2025, over 50 digital innovators, policymakers, and global thought leaders gathered at UNIT City in Kyiv for “The Reimagined State: Practical Paths to Digital Solutions”, co-hosted by the Global Government Technology Centre (GGTC) Kyiv and the Tony Blair Institute for Global Change.
Reimagining the state was not just a theoretical exercise - it is a pressing imperative in today’s rapidly evolving digital world. That’s why the event was designed to bridge bold ideas with tangible action.
The event opened with a public discussion that invited Ukrainian and international leaders to reflect on what it truly means to reimagine governance in the digital age — putting citizens at the center and embracing openness, adaptability, and innovation.
Valeriya Ionan (Advisor to the Deputy Prime Minister — Minister of Digital Transformation of Ukraine on Innovations, Digitalisation and Global Partnerships), Emily Stanger Sfeile (Executive Director at the Tony Blair Institute for Global Change, Tony Blair Institute), and Volodymyr Brusilovskyi (UNDP Project Manager of DIA Support project), explored how digital-first approaches and citizen-focused innovation can reimagine statehood in the 21st century.

Ukraine can be safely considered a leader in digital public services - from the world's first digital passports to online marriage, recognized as one of the best inventions of the year by TIME. Our country ranked fifth in the world in the development of digital public services, improving its position in the UN E-Government Development Index by 97 points in just six years. This is the result of synergy between the government, business, and international partners. Digital transformation has given Ukraine a new starting point, and the next big changes will bring the innovations we are working on as part of the WINWIN strategy. GovTech Lab UA is an opportunity to design the future of public services in Ukraine with the involvement of technology teams' talents," said Valeria Ionan, Advisor to the Vice Prime Minister - Minister of Digital Transformation of Ukraine on Innovation, Digitalization and Global Partnerships

At TBI, we believe that reimagining the state is not an abstract vision, it’s a practical imperative. Across the world, we’re seeing governments embrace technology to deliver smarter, more inclusive services, even in the most complex environments. Ukraine is showing what it means to lead from the front: bold, open to innovation, and focused on real outcomes for citizens. GovTech Lab UA is a powerful example of how governments can co-create the future with their tech ecosystems, and we’re proud to stand alongside GGTC and our Ukrainian partners in that mission.

This exchange of perspectives laid the conceptual groundwork for the second part of the programme: the official launch of the GovTech Lab UA.
GovTech Lab UA is Ukraine’s first open innovation programme that helps Ukrainian government institutions solve real-world challenges with digital solutions that work for the public good. It brings together ministries, state agencies, and local authorities to identify pressing public sector problems — and invites startups, tech companies, and innovators to co-develop and pilot practical digital solutions that deliver measurable impact. The goal of GovTech Lab is to accelerate the development, testing and piloting of innovative digital solutions across public services in Ukraine.
The launch of GovTech Lab UA brought together key players driving digital transformation in Ukraine and beyond. The programme was presented by Kateryna Frolova, Head of Innovation Gateway at GGTC Kyiv, with contributions from international partner PUBLIC (London), Deputy Minister of Economy of Ukraine for Digital Development, Digital Transformations and Digitalization Oleksandr Tsybort, and digital solution provider Roman Lanskiy, CEO of Strimko Ukraine.

Innovation doesn’t replace reform — it accelerates it. We use digital tools not just to move services online, but to transform how the state interacts with citizens and businesses. This includes licensing, data governance, and intellectual property rights. If we want to be part of the European digital market, we must think and act like an open, modern, and responsible state.
Deputy Minister of Economy of Ukraine for Digital Development, Digital Transformations, Digitalization and Intellectual Property
By fostering a culture of innovation and collaboration between government institutions and startups, the GovTech Lab UA creates a space where fresh ideas can translate into scalable high-impact digital solutions.

In a world shaped by conflicts, complex global challenges, and rapid technological change, innovation is not a choice — it’s a necessity. GovTech Lab UA is more than a programme; it represents a new mindset for public innovation. We are opening doors to genuine collaboration between government and the tech ecosystem to solve real challenges. This is how Ukraine leads — by welcoming bold ideas, testing with purpose, and building smarter public services through synergy and partnership
