Following the open call for startups within the GovTech Lab Ukraine open innovation programme, seven teams have been selected to continue in the programme. They will develop digital solution concepts for the public sector.
GovTech Lab UA is Ukraine’s first open innovation programme that helps Ukrainian government institutions solve real-world challenges with digital solutions that work for the public good. It brings together ministries and state agencies, to identify pressing public sector problems — and invites tech companies and innovators to co-develop and pilot practical digital solutions that deliver measurable impact. This collaboration enables public institutions to test innovative approaches more quickly, reduce the risks of ineffective solutions, and concentrate resources on digital products with the potential for implementation and further scaling.
This year, GovTech Lab Ukraine focuses on challenges in legal assistance, urban development, and tourism management.
The programme is implemented by the Global Government Technology Centre Kyiv, in collaboration with the Ministry of Digital Transformation of Ukraine, the World Economic Forum, and with the support of Switzerland within EGAP Program, which is carried out by East Europe Foundation.
The open call for startups ran from 17 September to 28 October 2025 and attracted 69 applications from 18 countries. The proposed solutions were assessed by experts from public institutions, international organisations, and the GovTech ecosystem. Based on the results of this evaluation and due diligence, seven startups were selected to move forward in the programme.
1. Automated legal assistance for citizens (Ministry of Justice of Ukraine). The aim of the challenge is to develop a digital solution that can automate basic legal guidance for citizens and reduce the workload on legal professionals.
Obriy AI is a Ukrainian AI startup behind the SURE platform, designed to handle high volumes of user requests and already deployed in the commercial sector. Within the programme, the team will adapt the solution to process common legal inquiries, with the ability to transfer complex cases to lawyers, and deploy the system within the state IT infrastructure.
LegalSense AI is a Ukrainian startup developing AI solutions to speed up the processing of citizens’ inquiries in public institutions. The product focuses on automating responses to recurring requests using verified legislative data and involving legal experts only when truly necessary.
Arxia is a Romanian GovTech startup that developed Pravaida, an AI assistant with built-in verification logic and references to primary legal sources. The solution combines automated consultations with controlled escalation to experts and can be localised to Ukrainian legislation.
2. Tech for transparent and efficient solutions in urban development (State Inspectorate of Architecture and Urban Planning of Ukraine). The challenge aims to improve transparency and efficiency in urban development processes, particularly in working with documentation and data.
Itera is a Norwegian tech company with experience in digital transformation, developing AI solutions for document parsing and verification. Within the programme, the team will adapt its system to Ukrainian construction regulations to support faster and more transparent verifications.
LightMirror is a Lithuanian startup developing a Renovativ.AI platform for analytics and scenario modelling in building renovation. The solution allows working with large volumes of construction data and can be adapted to support decision-making in urban development.
3. A transparent, data-driven tourism management system (State Agency for Tourism Development of Ukraine). The aim of the challenge is to create a digital solution that enables more effective collection, analysis, and use of tourism data to support policy and decision-making.
Revisior is a Ukrainian startup developing an AI platform that collects and analyses tourism feedback and data from multiple channels. The solution provides analytical dashboards and insights for public authorities and communities and already has proven use cases in both the public and private sectors in Ukraine and the EU.
City Tax UAB is a Lithuanian startup building a digital platform to automate accommodation registration and tourist tax administration. The solution replaces paper-based workflows, increases transparency, and can be adapted and scaled for implementation at the community and state levels.
The selected teams have already entered the Innovation Bootcamp — an intensive, hands-on phase of the GovTech Lab Ukraine programme. During this stage, startups work closely with public-sector teams to refine user needs, test hypotheses, and prepare their solutions for piloting.
The development of digital solution concepts will culminate in a Demo Day in February 2026, where startup teams will present their solutions and proposed approaches to piloting. Following Demo Day, three projects — one per challenge — will be selected for pilot funding of up to EUR 100,000 each, enabling them to proceed to implementation and scaling to improve public service delivery.
