Ukraine’s Digitalization Experience Presented to the Government of Geneva

On Friday, the Head of the Global Government Technology Centre (GGTC) in Kyiv had the honor of presenting Ukraine’s digital transformation cases to the government of the Canton of Geneva. The discussion took place in collaboration with the World Economic Forum as part of efforts to define Geneva’s digital strategy.

The government of Geneva is currently facing several pressing challenges, including the impact of large-scale staff reductions at the United Nations due to U.S. policy changes. With one in ten residents employed by international organizations, these layoffs have triggered a domino effect on the local economy.

Against this backdrop, Geneva’s government, together with the World Economic Forum, is working to shape a comprehensive digital strategy. Ukraine’s experience in building a digital state served as a source of inspiration. The audience expressed deep appreciation for Ukraine’s GovTech achievements, particularly the establishment of Chief Digital Transformation Officers in every ministry. However, what stood out the most was the ability to register newborns and even get married entirely through a mobile application—universal life experiences that resonate with everyone.

Ukraine’s digital transformation is not just about technology—it is about resilience, adaptability, and creating solutions that serve people, even in the most challenging times. Sharing our experience with the government of Geneva and the World Economic Forum was an opportunity to showcase how digital governance can drive meaningful change. We are committed to strengthening international partnerships and contributing to the global GovTech dialogue.

Another point of interest was how Ukraine has continued its rapid digital transformation despite the ongoing war. In the first year of the full-scale invasion alone, Ukraine launched 21% of its total GovTech solutions. The Mayor of Geneva acknowledged the stark contrast, remarking that while Geneva does not face such urgent imperatives, there is much to learn from Ukraine’s ability to innovate under pressure.

Ukraine’s participation in this dialogue marks another step toward its leadership in the global GovTech arena. The invitation from the World Economic Forum was a valuable opportunity to share best practices and strengthen international cooperation in digital governance.
