It is worth noting that Vox Ukraine brings over a decade of experience in quantitatively assessing reforms through its flagship Reform Index project, which systematically analyzes legislative initiatives and policy developments in Ukraine. Drawing on this expertise and dataset, the team published the White Book of Reforms in 2025, offering a comprehensive analysis of nearly 1,700 legislative acts adopted since 2015.
