The second volume of the GovTech Reform Index, produced by the Global Government Technology Centre Kyiv in cooperation with Vox Ukraine, analyses regulatory changes related to digital transformation in Ukraine during Q3–Q4 2025.
The GovTech Reform Index is a quarterly analytical initiative designed to systematically track digital reforms in Ukraine through the assessment of regulatory acts. The Index evaluates changes across multiple policy areas, including e-government, cybersecurity, economy and finance, transport and logistics, telecommunications, education, social protection and others.
The new issue of the report examines 249 regulatory acts adopted in the second half of 2025 — more than twice as many as in the first half of the year. While the GovTech Reform Index stood at 1.98 in both Q1 and Q2, it stabilised at 1.84 in Q3 and Q4, reflecting a shift towards more implementation-oriented and operational regulatory changes.
According to the report, e-government remained the leading policy area by number of adopted regulatory acts in both Q3 and Q4. At the same time, cybersecurity became a significantly stronger focus in Q4, with the number of relevant regulatory acts increasing from 2 to 12. These included the adoption of the National Cyber Incident Response Plan, new approaches to vulnerability identification in public-sector systems, and cybersecurity requirements for critical infrastructure.
The report also notes that regulatory acts adopted in Q3–Q4 were generally assessed as more feasible to implement under current conditions, while being less innovation-driven compared to earlier quarters. According to the methodology, each act is evaluated by an independent expert council across three criteria: digital innovativeness, feasibility, and duration of impact.
The GovTech Reform Index is developed by Vox Ukraine and GGTC Kyiv and is intended not only as a tool for tracking digital reforms in Ukraine, but also as a potential reference model for governments seeking to monitor reform progress and identify anti-reform trends.
The publication was produced by Vox Ukraine in cooperation with the Global Government Technology Center Kyiv. The publication was prepared with the support of the Askold and Dir Fund as a part of the Strong Civil Society of Ukraine – a Driver towards Reforms and Democracy project, implemented by ISAR Ednannia, funded by Norway and Sweden, as well as with the support from Switzerland within EGAP Programme, implemented by the East Europe Foundation.
The Global Government Technology Centre Kyiv is the world’s second dedicated GovTech centre and a member of the World Economic Forum’s global network of Centres for the Fourth Industrial Revolution (C4IR). GGTC Kyiv was launched at the initiative of the Ministry of Digital Transformation of Ukraine and the World Economic Forum, with the support from Switzerland within EGAP Programme, implemented by the East Europe Foundation.
