The Memorandum sets the framework for knowledge exchange and joint learning on innovation processes, challenge-led approaches, and the development of effective GovTech programmes. The partnership focuses on supporting the further development of GovTech Lab Ukraine, exploring opportunities for collaboration in digital transformation and public-sector innovation, and sharing practical experience across institutions.
The cooperation builds on an ongoing professional dialogue between the organisations and reflects a shared interest in advancing modern, citizen-focused public services. While the Memorandum also aligns with the broader UK–Ukraine 100 Year Partnership, its primary focus is practical collaboration in GovTech and innovation-driven public-sector reform.
Under the Memorandum of Understanding, the partners commit to:
- Supporting the development and strengthening of GovTech Lab Ukraine — Ukraine’s open innovation programme for the public sector.
- Facilitating knowledge exchange on GovTech innovation processes and challenge-led approaches.
- Exploring future opportunities for cooperation across digital transformation and public-sector innovation.
As part of the partnership, the GGTC Kyiv team will gain first-hand insight into CivTech’s challenge-led innovation model by observing key elements of its programme. This learning experience is intended to support GGTC Kyiv in further developing its own GovTech programmes and approaches, adapted to Ukraine’s institutional context and priorities.
Through this cooperation, GGTC Kyiv will observe CivTech’s innovation processes and programme cycles, focusing on how public-sector challenges are formulated, how solutions are developed in collaboration with the private sector, and how innovation is embedded into government practice.
The insights gained through this partnership will contribute to strengthening Ukraine’s GovTech ecosystem and enhancing the capacity of Global Government Technology Centre Kyiv to design, run, and scale innovation programmes for the public sector.
The Memorandum of Understanding marks an important step in expanding international GovTech collaboration and building long-term institutional partnerships. Global Government Technology Centre Kyiv, CivTech, and East Europe Foundation look forward to continued cooperation and to sharing relevant insights and outcomes as the partnership develops.
