
## GovTech Pulse Research

The GovTech Pulse Research was implemented by the GGTC Kyiv in alignment with Info Sapiens, based on a pro bono culture, to include questions about GovTech in a survey. This ensures data-driven decision-making based on the public opinion of the adult population in Ukraine. The tracking of public opinion will be conducted on the regular basis twice a year.

## About Project

The integration of survey questions into the Omnibus aims to foster public opinion engagement with GovTech in Ukraine, assess societal perceptions of digital public services, and underscore the role of socially responsible businesses in promoting a culture of pro bono contribution.A key role in the implementation of this poll was played by the Info Sapiens research agency, which funded the fieldwork and data analysis. Their contribution is a remarkable example of socially responsible business - one that not only values high-quality data but is also willing to invest in changes that benefit society as a whole. The GGTC Kyiv Team was involved in the development of the methodology and promotion of the collected data. The goal of the poll is both to understand the actual level of usage and satisfaction with digital services across the state, as well as figure out the vision of the future technology development in the public sector. Several questions in the Ukrainian poll within Omnibus were designed based on the Deloitte Digital Citizen Survey 2023 to compare the state of public opinion of Ukrainians with the respondents of 13 other global states. The results give the GGTC Kyiv access to deep, validated insights that support evidence-based decision-making in the field of digital transformation, with a clear focus on human needs.

We have used the Omnibus Poll to evolve Ukraine’s GovTech Ecosystem:

1,000 respondents aged 16+, representative by gender, age, region, settlement size (State Stats 01.01.2022)

Computer-assisted telephone interviews (CATI)


### Geography

All Ukraine-controlled territories (excluding occupied areas and those without mobile coverage)

±3.1% with 95% confidence


## Key points


**55%** of Ukrainians used digital services in the past year: 65% in big cities & 45% in villages

**38%** increased digital service use since 2019. Most common among young and middle-aged users


**75%** satisfied with governmental digital services. Only 4% expressed dissatisfaction

**86%** satisfied with business digital services. There is an 11% satisfaction gap in favor of the private sector. Notably, the average gap across the 13 surveyed countries in Deloitte’s study stands at a significantly higher 21% (Ukraine performs better)


**84%** support drone tech

**77%** support cybersecurity


**76%** support 5G/6G

**47%** support AI
