
## Diia Ecosystem: the digital milestone in Ukraine

The process of digital transformation in Ukraine started in 2019 with the establishment of Ukraine's Ministry of Digital Transformation, headed by Mykhailo Fedorov, to implement the “state in smartphone” project which was announced by President Zelenskyy. The vision of the Ministry is to build the most convenient digital state in the world without bureaucracy, absolutely paperless, and without the need to visit government offices. The Ministry of Digital Transformation of Ukraine sees Ukraine in 2030 as the freest and most digital country in the world, with a powerful technological sector, the fastest customs in the world, and the best tax conditions. The core product of the Ministry is Diia, especially one-shop state application, web portal and brand of the digital state. Further details about the Diia ecosystem are provided below.

## Diia web portal

Diia, a web portal for public services, offers more than 125 services (such as paying taxes, obtaining certificates or financial assistance, filing appeals, complaints, and petitions, sending emails to authorities, conducting surveys, etc.), a personal account, and access to information from registers. As of June 2024, 5.4+ million unique accounts have been created on the portal.


## Diia.Business

As of the end of October 2024, the Diia mobile app crossed the threshold of 21 million unique users. Every month, the app's audience increases by more than 100 thousand new users. Currently, 28 documents and more than 30 services are available in the Diia app. Among the most popular services in the app are services for drivers, purchase of military bonds, automatic registration of individual entrepreneurs, eBaby service (social welfare for parents of newborns), ordering extracts and certificates from registers.The team of the Ministry of Digital Transformation is working on new revolutionary services that will soon be available in the app and on the Diia portal. These include displaying a weapons permit, eAcquisition, Diia.Signature for legal entities, business services.


## Diia mobile app

Ukrainian state project for the development of entrepreneurship and export, which consists of two components: online — the Diia.Business portal and offline — a network of 15 support centers for entrepreneurs in 14 cities of Ukraine and in Warsaw. The mission is to help create a country of entrepreneurs. The Diia.Business portal offers users a unique services depending on the type of business, the stage of its development, and the current needs of entrepreneurs, and saves the most important resource — time. Entrepreneurs can quickly and easily find the information they need — from finding an idea to start a business to entering foreign markets, get free advice, and a selection of grants. Over 13,6 million users have visited the project's portal in almost 5 years. In September 2024, Diia.Business was updated. The updated portal has an improved user account, where you can conveniently store the most relevant content about exports, grants, educational programs, trainings, other development opportunities and the most relevant offers will be automatically prioritized. The updated portal also has a chatbot that provides users with content on demand. Foreign users can use filters to sort company profiles in the Catalog of Ukrainian Exporters to easily find potential partners.The updated portal has new sections: Diia.Business Start, Diia.Business Development, Diia.Business Export, Diia.Business for Women, Diia.Business for Veterans, and a section dedicated to business digitalization — Diia.Business Digital. It contains a catalog of products and services, an entrepreneurial skills test for young people’s prof orientation, a digital literacy test for employees, ideas for starting a digital business, and cyber diagnostics for businesses.


## Diia.City

Diia.City is a special economic zone for tech companies in Ukraine. This system allows for open, profitable, and convenient business, combining favorable tax conditions with effective tools that allow companies to build a transparent corporate structure, attract foreign investment more easily, and use additional mechanisms to protect intangible assets. As of December 2024, over 1450 Ukrainian and international companies are residents of Diia.Сity. In 2023, Diia.City resident companies paid UAH 8.5 billion in taxes, and in the first half of 2024 — UAH 8.4 billion. More than 200 defense-tech manufacturers have registered in Diia.City since last year.


## Diia. Education

Diia. Education is a national edutainment platform for up-to-date knowledge and skills. This is the next stage in the evolution of the Diia.Digital Education project, which was launched in 2020 and focused on digital skills and digital literacy. Almost 2 million Ukrainians are registered on the platform, and about 75% of users have passed their courses and received certificates.Today, Diia. Education offers educational series that will allow you to get acquainted with new career opportunities and take the first step towards a new profession or job change. Everyone can choose a personal learning path and study the topics that interest them the most. And for those who have not yet decided on their priorities, a career search test is available - based on the user's answers, they will be offered training recommendations and a list of current vacancies. Absolutely all services are free and available to everyone. Upon successful completion of the training, everyone receives a certificate that can be added to their resume.The offline component of the project is a network of digital education hubs throughout Ukraine, where every Ukrainian can visit and receive free digital literacy training. These are partner institutions: libraries, schools, universities, companies and the private sector, IT organizations, administrative service centers, and NGOs.Diia.Osvita allows internally displaced persons (5 to 7 million in Ukraine), people who have lost their jobs, and all other citizens to gain relevant knowledge and new skills in a convenient and inclusive format for free and take a step towards a new profession. ## IT-studios

IT-studios are digital educational resources in computer science for students and teachers. This is a new approach to teaching and learning computer science with a maximum focus on practice and application of skills in real-life situations. Children use modern technologies in the classroom, learn programming languages, and develop relevant digital skills. It also uses a modern content format, such as animated videos, presentations, and localized materials. Upon successful completion of the pilot, it is planned to scale the updated computer science program to all educational institutions and introduce educational resources of IT-studios for 4 million Ukrainian schoolchildren.


## Diia.Digital Hromada

This is a national one-stop-shop web platform for Chief Digital Transformation Officers (CDTOs) of regional state administrations and local self-government bodies. The web portal serves as a benchmark for regional and local digitalization, reflecting the level of digital transformation in each region and territorial community of Ukraine. It provides information on state digital solutions that can be implemented within communities, templates for digitalization projects, and Ukrainian legislation in digital transformation.It acts as a knowledge base for those responsible for digitalization at regional and local levels, including CDTOs, department heads, and chief digital transformation specialists. The web portal recommends implementing digital tools, digital transformation plans, algorithms, and regulatory documents necessary for CDTOs in regions and communities to effectively carry out digitalization initiatives. Representatives of local self-government bodies can register on the platform and share their successful digital projects and practices.


## Diia Center

Diia Centers are one-stop-shops with a range of services for citizens. The web portal contains a list of government service centers and the services available there. During one visit to Diia Centers, you can resolve several requests at once, instead of making several visits for one service. As of December 10, there are 1,316 Administrative Service Centers in Ukraine, 79 of which have the status of Diia Centres. At the Diia Centers, visitors can receive administrative services, advice on online services, business advice (Diia.Business), free legal aid, and pay for utilities.


## Diia.Open Data

Diia.Open Data is a competence center for open data and part of Ukraine's Unified State Web Portal of Open Data. Its mission is to raise awareness about open data, provide practical tools and training, and promote its use to enhance transparency, accountability, and innovation.The platform supports public officials and stakeholders in adopting best practices for data publication and use, while showcasing successful applications of open data in governance, business, and social innovation. Through its initiatives, Diia.Open Data strives to unlock the full potential of open data, driving innovation and fostering collaboration across sectors to address societal challenges.


## Diia.Signature

Diia.Signature is the most secure electronic signature that can be activated within seconds in the Diia app. With this tool, Ukrainians can sign all the necessary documents online. Diia.Signature can also be used for authorization on platforms and applications. The content of the document is not transferred anywhere. It remains on the browser, so privacy cannot be compromised. Ukrainians have used Diia.Signature 50+ million times as of December 2024. The Ministry of Digital Transformation plans to launch Diia.Signature for legal entities in the near future.


## Integration of Diia

Diia's services for businesses and institutions enable verification of digital documents via API, obtaining their PDF copies, signing, and authorizing users  via Diia.Signature on your own platforms.


## Diia.Engine

The Diia.Engine platform is an innovative low-code solution that allows ministries and government agencies to conveniently create and manage registries and public services. There are 90+ systems and services developed on Diia.Engine. It allows for the orderly and secure storage of data in registries, automation, and digitization of public services, which accelerate the launch of online services and digitalization in general. Currently, this solution is used by 22 ministries and state services and 20+ IT companies.Diia.Engine accelerates the comprehensive development of a digital state and minimizes resource consumption several times.


## Diia.Оpen Source

Diia.Open Source is open source software with the code of the flagship government application. By making Diia's code publicly available, Ukraine encourages governments around the world to use our experience and accelerate the pace of digitalization of their own countries. IT specialists can also study the code to offer their own features and solutions to improve the application.


## CDTO Campus

A national project to train digital transformation leaders. The goal is to provide the state with qualified specialists to implement digital reforms, as well as to train and support civil servants working in the field of digital transformation.At the end of the offline training course, participants get access to short video lectures and interactive tasks in a special CDTO Campus mobile application.Each module is unique, with customized content and an emphasis on practical experience. Professors use a variety of approaches including guest lectures from leading practitioners to real-life case studies
