GGTC Kyiv Annual Report 2025: Strengthening GovTech in Ukraine and Building Global Presence

2025 marked the first full year of operations for Global Government Technology Centre Kyiv, with focus on supporting the development of GovTech in Ukraine through partnerships, practical initiatives, and knowledge sharing.

During 2025, the Centre launched 12 projects and established partnerships with more than 17 national and international organisations, contributing to stronger collaboration across the GovTech ecosystem.

One of the central initiatives was GovTech Lab Ukraine — an open innovation programme connecting public institutions with technology companies to co-develop and test digital solutions to real public-sector challenges. In 2025, the Lab engaged more than 20 government teams in shaping challenges, while 69 startups and tech companies from 18 countries applied to participate.

At the same time, GGTC Kyiv worked with international partners including PUBLIC, the World Bank, CivTech, GovTech4All, GIZ, and the Tony Blair Institute, contributing to joint initiatives and facilitating the exchange of practical GovTech experience.

The Centre also developed a set of analytical and knowledge products aimed at strengthening understanding of the GovTech landscape in Ukraine. These include GovTech Ocean, which maps more than 250 digital public-sector solutions and provides a structured view of the ecosystem, and the GovTech Reform Index, which tracks progress in digital government. Alongside this, the GovTech Glossary offers a shared and practical reference for key GovTech concepts, while the GovTech Pulse study provides insights into how citizens in Ukraine perceive and use digital public services.

In parallel, GGTC Kyiv contributed to international GovTech discussions and platforms. Together with the World Economic Forum and GGTC Berlin, the Centre supported the development of the GovTech Intelligence Hub, a global platform for sharing case studies, insights, and practical experience.

Throughout the year, GGTC Kyiv supported the participation of Ukrainian GovTech experts and ecosystem representatives in international and national events and continued to engage a broader audience through expert discussions, publications, and media coverage.
