# The GovTech Reform Index


## About the Project

The GovTech Reform Index is a state digitalization index that enables systematic tracking of digital reforms in Ukraine. It shows the level of development of digital solutions, technological changes, and innovative approaches in government, as well as the dynamics of digital transformation in the public sector.The Index is calculated on a quarterly basis. Regulatory acts that have a direct or indirect impact on digitalization are selected by the analytical teams of Vox Ukraine and GGTC Kyiv.The GovTech Reform Index is not only a useful tool for Ukraine, but can also serve as a model for other governments, particularly in EU countries, in building their own frameworks for monitoring reform initiatives and preventing anti-reforms.

## Methodology

The purpose of this methodology is to quantitatively assess the level of digitalization in Ukraine through a systematic analysis of legal acts adopted in the field of digital transformation. Based on these data, the Digitalization Index (Idig) is calculated, reflecting the country’s progress in developing digital services, infrastructure, and the regulatory environment.

## Criteria for selecting legal acts:

Legal acts that have a direct or indirect impact on digitalization

Period of signing of legal acts in the first index cycle: Q1–Q2 2025

Further cycles: the Index is updated on a quarterly basis, with new legal acts assessed and the results published regularly


## Domains  of tagging legal acts:

Each legal act is tagged according to its domain of impact (for example, business, defence, cybersecurity, social protection, public administration, etc.).
