
## GovTech Ocean

Ukraine has launched GovTech Ocean, an analytical platform aggregating data on more than 250 government digital solutions, with over 80% developed between 2020 and 2024. The platform allows users to explore and analyse Ukraine’s GovTech ecosystem across multiple parameters — from areas and implementation levels to technologies and project initiators. Government institutions and their partners can submit their own GovTech solutions to keep the platform up to date.

## About Project

GovTech Ocean is the first online analytical platform in Ukraine that provides a comprehensive view of all Ukrainian GovTech solutions in one place. It maps the development of government technologies across the country — from nationwide digital services to municipal-level projects. The platform was created by the Global Government Technology Centre (GGTC) Kyiv with the support of Switzerland within EGAP Program, which is carried out by East Europe Foundation.The platform aggregates over 250 solutions implemented by state institutions, regional administrations, city councils, and private partners from 2014 to 2024. Users can easily navigate the data by area, technology, coverage level, or type of service. For analysts and policymakers, GovTech Ocean serves as a structured source of insights into the progress of Ukraine’s digital state.

## GovTech in Ukraine: What the GovTech Ocean Data Shows

Analysis of the data collected on the platform shows that the main wave of GovTech projects in Ukraine emerged between 2020 and 2024, when more than 80% of all initiatives were launched. There was a surge in activity in 2022, when digital solutions became critical for sustaining public services and ensuring citizens’ access to them during the full-scale war. The peak of activity occurred in 2024.

By coverage level, around 80% of GovTech solutions in Ukraine operate at the national level, ensuring broad accessibility for citizens nationwide. Another 11% are municipal, developed by local communities, and 6% are regional. This illustrates both the scale of technology adoption and the growing potential for further decentralisation of digital services.

Almost half of all solutions (43%) were initiated by line ministries, while 21% were initiated by private companies — highlighting that the development of GovTech in Ukraine is driven by collaboration between the public and technology sectors.

Most GovTech solutions in Ukraine are currently available only in Ukrainian (76%), while one in four also has an English-language version. According to the GovTech Ocean platform, the largest share of projects have been implemented in the fields of e-government (12%), healthcare (10.5%), social protection (9%), education and information technology (8% each). Meanwhile, more specialised sectors — such as energy, transport, and construction — remain less digitised, revealing untapped potential for future GovTech growth.
