## Focus areas

### SpaceTech

Satellite intelligence for faster damage assessment and recoveryThe State Space Agency of Ukraine prepares Earth observation products that help public authorities verify damage to property and infrastructure, supporting compensation and recovery efforts. Much of this work is still manual: specialists process requests, extract geospatial data, search satellite imagery and prepare reports. With around 5,000 properties requiring processing each month, this creates a significant workload, slows down response times and increases the risk of errors.Technology could automate these steps by combining document analysis, property location identification, satellite imagery search and comparison, preliminary change detection, and report preparation into a single workflow. By consolidating observations and reusing previous results, the system could streamline the processing of new requests, maintain traceability to source data, and identify gaps in available evidence. The solution would help specialists process requests faster and at greater scale while maintaining human oversight, accelerating evidence collection and supporting recovery and compensation efforts in Ukraine.

### Digital Accessibility

Technology for equal access to public services and informationThe Ministry of Digital Transformation of Ukraine is working to make public services accessible to all citizens. Yet people with visual and hearing impairments still face barriers when accessing digital information and interacting with public institutions. Existing technologies are often not adapted to Ukrainian language and context, or depend on internet connectivity, limiting their use in everyday and offline settings.Technology could help develop locally adapted AI tools that make public services more accessible and independent. Solutions could include lightweight Ukrainian text-to-speech that works offline, as well as real-time two-way translation between Ukrainian Sign Language and text. By reducing communication barriers, such tools could support more inclusive access to public services, particularly for people who have acquired disabilities, including veterans affected by the war.

### Secure AI & Data Analysis

Secure AI for more efficient anti-corruption analysisThe National Agency on Corruption Prevention (NACP) processes large volumes of sensitive information every day, including declarations, legal documents, reports and corruption-related submissions. Analysts currently perform much of the initial analysis and routine processing manually, as public AI tools cannot be used due to strict requirements for personal data protection, information security and cybersecurity. This creates a growing workload as the Agency's monitoring and verification activities expand.Technology could enable a secure, locally deployed AI assistant that analyses, structures and summarises sensitive documents within NACP's protected environment. As the solution must be deployed entirely within NACP's local infrastructure, applicants should also propose the required hardware, including specifications, costs, and maintenance. The solution would help analysts and legal professionals process large document sets faster while maintaining data security and human oversight. A successful pilot could improve the efficiency of NACP's analytical and control functions and provide a model for secure AI adoption across other public institutions.

### Cultural Heritage Protection

Technology for safeguarding cultural heritage sitesThe Ministry of Culture of Ukraine is responsible for monitoring more than 149,000 cultural heritage sites, many of which are in remote or hard-to-access areas where regular inspections are difficult, costly or unsafe. Today, information on damage, destruction and unauthorised activities is collected mainly through local authorities, public reports and on-site inspections, making continuous national-scale monitoring challenging.Technology could enable automated monitoring of heritage sites using AI and satellite imagery to detect changes, identify damage or unauthorised construction, and alert responsible authorities to emerging risks. Such a solution would support faster and more proactive protection of Ukraine’s cultural heritage, while also helping document and verify restoration and reconstruction efforts.

## Expectations of challenge winners

Participation in the Innovation Bootcamp – All shortlisted startups are required to participate in the Innovation Bootcamp. The program combines expert-led lectures and sessions with R&D and co-design activities with the respective institution. Startups will work with their government partner to understand the focus area and challenge, validate their proposed approach, shape the solution concept, and define the scope and requirements for the pilot.Participation in Demo Day and transition to the funded pilot – On Demo Day, startups will present the solution concept and pilot proposal developed with their government partner. One startup per focus area will then be selected to proceed to the funded pilot stage, where the selected startup will implement and test the proposed solution. Pilots will be sponsored for up to $100,000.

## Benefits

### Grant Funding

$100,000 in grant funding is available for each focus area, provided by a dedicated sponsor. The funding supports the development and implementation of a technical solution within the GovTech Lab program.

### Access

Access real government challenges, public-sector partners, and opportunities to deploy your technology in Ukraine. Through GovTech Lab Ukraine, companies can develop and test solutions directly with Ukrainian public institutions, while retaining intellectual property rights to their technology. The program provides a flexible alternative to traditional procurement, designed to lower barriers to innovation and accelerate the adoption of new technologies in the public sector.

### Visibility

Raise your profile across Ukraine’s GovTech ecosystem and connect with key public- and private-sector stakeholders. As a hub at the intersection of government and business, GGTC Ukraine provides participants with visibility within the Ukrainian GovTech market and access to a broad network of technology and innovation stakeholders. As part of the C4IR and World Economic Forum network, the program also offers opportunities for international exposure and connections beyond Ukraine.

### Targeted Support

Innovation Bootcamp – selected startups will participate in a dedicated acceleration program designed to support the development and scaling of their solutions within the Ukrainian public sector. During the bootcamp, startups will receive commercial, technical, and strategic support, engage in co-design sessions and workshops with challenge-owning public institutions, refine their solution specifications, prepare for pilot implementation, and receive guidance on procurement and scaling pathways.
